Flood Determination for Property w/o Building

Loan secured by real estate (3 acres), block building/house on property, tenant lives in block house, house is insurable, value of house is -0-. LTV based on value of land only. Even though property has building on it, we are not considering the building as part of collateral or in valuation of collateral. Q. Is flood determination still required? Q. Is HMDA date sheet required? Q. Is Government Monitoring info still required?

On home equity lines of credit, how far in advance of payments must the billing statements be sent? If a bank chooses to make a change in the number of days must the customer be notified, and if so, how far in advance?

Is there a specific regulation that requires Lenders or Servicers to force place insurance on the loan when they find out that the property is no longer insured by the borrower?
Apply Overages to Escrow?

A customer has 3 loans with escrow of taxes. I am doing the analysis and 2 escrows have overages and 1 escrow is short. Can we apply the overages to the escrow which is short? Or can we pay delinquent taxes?
