Russia-related licenses and FAQs

OFAC has announced it has issued four Russia-related General Licenses and one related FAQ, and amended one related FAQ.

The new General Licenses:

• 7A, Authorizing Overflight Payments, Emergency Landings, and Air Ambulance Services (replacing and superseding General License 7)
• 26A, Authorizing Overflight Payments, Emergency Landings, and Air Ambulance Services (replacing and superseding General License 26)
• 31, Authorizing Certain Transactions Related to Patents, Trademarks, and Copyrights
• 32, Authorizing the Wind Down of Transactions Involving Amsterdam Trade Bank NV

The Frequently Asked Questions:

• 1032. "On April 20, 2022, Transkapitalbank (TKB) was designated pursuant to Russia-related Executive Order 14024. Can U.S. persons continue to engage in Afghanistan-related transactions with TKB?"
• 1009 (revised). "Does Executive Order (E.O.) 14065 block the entire Donetsk and Luhansk oblasts?"
