Russia-related licenses, FAQs, fact sheet and designation removal

OFAC has posted a Notice of Recent Actions announcing it has issued four Russia-related General Licenses and has published three amended Russia-related FAQs. OFAC also published a Food Security Fact Sheet on "Russian Sanctions and Agricultural Trade."

General Licenses:

• General License 6B, "Transactions Related to Agricultural Commodities, Medicine, Medical Devices, Replacement Parts and Components, or Software Updates, the Coronavirus Disease 2019 (COVID-19) Pandemic, or Clinical Trials"
• General License 25C, "Authorizing Transactions Related to Telecommunications and Certain Internet-Based Communications"
• General License 30A, "Authorizing Transactions Involving SEFE Securing Energy for Europe GmbH Prohibited by Directive 3 under Executive Order 14024"
• General License 44, "Authorizing the Export or Reexport of Certain Accounting Services to U.S. Individuals Located in the Russian Federation"

Revised Russian Harmful Foreign Activities Sanctions FAQs:

• 967: What does Directive 2 under Executive Order (E.O.) 14024, “Prohibitions Related to Correspondent or Payable-Through Accounts and Processing of Transactions Involving Certain Foreign Financial Institutions” (Russia-related CAPTA Directive) prohibit?
• 1039: Are transactions ordinarily incident and necessary to the exportation or reexportation of agricultural commodities to, from, or transiting the Russian Federation that involve Agropromyshlennyi Kompleks Voronezhskii OOO, Anninskii Elevator OOO, and Azovskaya Zernovaya Kompaniya OOO authorized under OFAC sanctions?
• 1040: Are transactions related to telecommunications and certain internet-based communications that involve persons designated pursuant to Executive Order 14024 authorized by Russia-related General License (GL) 25C?
