A old Executive Order 13129 from July 4, 1999, blocks property andprohibits transactions with the Taliban.Under section 4(d) of theOrder, the Secretary of State, in consultation with the Secretaryof the Treasury, is authorized to modify the description of theterm "territory of Afghanistan controlled by the Taliban."
Effective January 24, 2002, the Secretary of State has officiallydetermined that the Taliban controls no territory withinAfghanistan and has modified the description of the term "territoryof Afghanistan controlled by the Taliban" to reflect that theTaliban controls no territory within Afghanistan.
