The OCC has issued a consent order of prohibition and for a $5,000 civil money penalty to Karen Kirkland, former vice president and head bookkeeper for the First National Bank of Lebanon, Lebanon, Kentucky. The Comptroller found that Kirkland,
- from at least 1997 through April 2015, force reconciled the bank's cashier's check account, concealing a shortfall in the account.
- from July 2001 through April 2015, transferred funds from customer accounts to the bank's cashier's check account without customer authorization (the bank reimbursed or offered reimbursement to those customers)
- The foregoing conduct constituted violations of 18 U.S.C. ยงยง 656 and 1005 and unsafe or unsound practices and breaches of Kirkland's fiduciary duty to the bank.
