The FDIC has assessed a $35,000 civil money penalty on Julius Clint Martin II, after determining that, while chief operating officer and board secretary of First Guaranty Bank, Martin, Kentucky, he breached his fiduciary duty to the bank when he caused the bank to pay for credit card expenses associated with non-bank business between January 2013 and September 2014.

The FDIC also issued Martin an Order of Prohibition from Further Participation in any manner in the conduct of the affairs of any financial institution.
