“Couldn’t” vs. “Didn’t” Shop

What does “didn’t shop” mean in relation to Section B on page 2 of the Closing Disclosure?
Answer: 

“Didn’t shop” means a shopping list was provided; however, either the borrower selected the lender’s listed provider or the bank selected a provider on behalf of the borrower. The customer also “didn’t shop” if a shopping list was not provided.
