Account with Multiple Debit Card Users

We have a church account that has multiple debit card users. Do all of these cardholders need to be signers on the account?
Answer: 

Depends on the arrangement and your agreements with the commercial customer. Just because the commercial customer has authorized you to issue a debit card to an individual linked to their account does not mean they have to have any other sort of access to the account.
