Aren’t all rules for ACH transactions covered in the Nacha Operating Rules and Guidelines?

Answer:

Nope. The Nacha Operating Rules and Guidelines (Rules) are the network rules; the Rules are like an operations manual for participants. Other regulations and guidance must also be applied, which are often not covered directly in the Rules. UCC4A, Regulation E and Federal Reserve Operating Circulars are just a few other areas banks must address in their daily processing to remain in compliance.
