Allowed to Give Customer A Copy of Credit Report?

Question: 
When pulling a credit report on a consumer request, can we give the customer a copy of the full credit report or are we only allowed to give them a copy of the credit score disclosure?
Answer: 

by Randy Carey: Whether you can give them an actual copy of the report is most likely addressed within your contract with your credit reporting agency. If it is not addressed, then you are free to do with it as you will.

by Ken Golliher: Consider whether they would be better served by your encouraging them to get a free copy of their credit report, in a format designed for their use from Annual Credit Report.
