Attempted to Deposit a Photocopy of a Check

Question: 
A new customer recently tried to deposit a photocopy of a check that she had previously deposited. On the photo copy she has added information in the memo line and also in the blank area above the payee. This check is drawn on another institution, but we have proof (images) that this check was previously paid. We plan to close this customer's account due to check fraud. The check is for $35.00 (a small amount), however an indication that we cannot trust the customer. Do we need to file a SAR? In addition, do we report this check fraud to any branch of law enforcement?
Answer: 

You certainly could file a SAR because this is a known or suspected crime and you can identify the offender. Filing a report with your local law enforcement agency may be more worthwhile, however -- this event may be just one in a series of like offenses that the agency could link together. Big cases are often broken because of small bits of information . . .
