Balancing ACH Rules with Laws and Regs

Question:
Don’t the ACH Rules already cover everything we need to know about ACH handling and processing?
Answer:

The ACH Rules, available in NACHA’s Operating Rules and Guidelines Book, are processing rules. They are the rules and requirements for processing each type of ACH transaction, but these rules do not always address, or include, other applicable laws and regulations, such as Regulation E and UCC4A requirements. Banks must understand how other applicable laws and regulations come into play, and balance those requirements with the ACH Rules. At times, ACH rules do not align with other requirements This course provides detailed information on additional laws and regulations that also apply to ACH transactions.
