I've been given the task of finding information to design and build a 6000 square foot bank building complete with safe and drive thru tubes. I need information and specifics on how they are built and how to make it safe for every one.

I am not aware of specific regulatory guidance on this, and while my first answer is often "get adequate counsel" in this case I'd recommend getting a good architect. They should have the requirements needed to meet your objectives.
