Bank Vault Requirements?

I am a Building Code Official in PA, responsible for performing plan reviews and construction inspections in my municipality. A new bank building construction project is planned to commence sometime in early 2005. The bank building will be built to IBC 2003 Building Code standards. A cursory review of these standards did not identify any specific bank vault personnel safety provisions. Can you provide me a reference document which identifies what type of safety measures/equipment should be designed/installed in bank vaults in case of a person should be trapped and locked inside the vault.

A bank vault needs a ventilation system and the ability of someone trapped inside to contact the outside world. I suggest a telephone installed in all vaults and hidden from ordinary view. The reason to hide the telephone is to prevent a robber from destroying it if they decided to lock the staff in the vault.
