It was my understanding that E-banking/E-mail bounceback rules were repealed. Is this correct? If so where can I found this info?
Answer: 

The Fed repealed its mistaken attempts to add language interpreting the E-SIGN Act to regulations B, E, M, Z and DD in 2007. The Fed's announcement of the withdrawal of those regulations can be found here. The bounced email rules were part of the withdrawn rules.
