Can a conservator request information pre-dating their appointment?

The appointment of a conservator is a state law issue. (What the term covers even varies from state to state.) It is likely that your state has a statute that explains how and when a conservator can be appointed and, thereafter, what the conservator can do with or without transaction approval by the court that appointed him or her. Please check those statutes or talk to your bank's counsel.

The generic answer, which you should not rely on, is that court appointed fiduciaries generally stand in the shoes of the person they have been appointed to protect. In short, if the individual was standing across the counter and asked for records of prior transactions and you would give them to him, then you would give them to the fiduciary under the same circumstances. (If you would charge the individual for copies, you would charge the fiduciary for copies.)
