Can HSAs go "Inactive" Due to Time of Inactivity

​I have a question regarding Health Savings Accounts. We have multiple accounts that haven't been used in years, we wanted to know if there is a letter/notice we can mail our customers in regards to their accounts? Also can HSAs go "inactive" due to the length of time on no activity?​ Do escheat rules apply to these balances?

Escheat rules are State law based, therefore this question cannot be answered.
