Can Visa DC be Issued to Non-Resident Alien?

Each issuing institution must review its own BIN License Agreement. Most licenses only allow an issue to use the license for a single country which would exclude non-resident aliens from eligibility. (See VISA Operating Rule 2.3.1.1 BIN Use and Jurisdiction).
