Can We Refuse Large Cash Withdrawal Requests?

Question: 
I had a client who requested to withdraw $23,000 in cash, and gave the bank 48-hour notice. Legally, can a bank refuse that request?

Answer by Andy Zavoina: If it is a savings account, you have already required a seven day advance notice of withdrawal. You need not use it all, but explain to the customer the security risks and the need for planning on their part. It sounds like with two days notice they have done this, in part anyway.

I see no reason to refuse a customers request to withdraw their funds, so long as you have a reasonable time to meet the demand and have the cash.
