On a joint account, if both parties have a debit card and one of the owners wants to cancel the others debit card can they do that?
Answer: 

As a practical matter, if Joe cancels Sally's card on their joint account, Sally can ask for another. Joe and Sally have a joint account, and there's no contractual reason for Joe to have access privileges "better" than Sally's. If Sally's consistently creating problems with misuse of her card, the bank can "pull the plug" on further use, however, and refuse to reissue it.
