Check Cards for Minors

I'm interested in establishing procedures for issuing ATM/Visa Check cards to minors. Visa has no age limitation in place.

Answer:

Simply add to a policy on this, "Cards will not be issued to minors."

I don't have the VISA rules, but I cannot imagine they would require you to do this. In Texas a minor may have an individual account. Certainly they need not be issued a card that may pose liability to the bank, without the bank accepting that openly.
