Coupon When e-Statements Activated: IRS 1099?

If we want to offer a coupon to a restaurant for a large pizza (worth $20) when e-statements are activated on the customer's account, is this IRS 1099 reportable?
Answer: 

Not in my opinion. The IRS considers any payment as interest if it is made for a deposit or for maintaining a deposit balance with the institution. Payments for other purposes, such as for the use of other services (such as electronic statements) are not interest.
