The closest issue I am aware of is Reg Z at 1026.27. When one disclosure is made in a different language, others are not required to be, but you must offer them in English if requested.

Largely this is a state controlled issue, as Randy mentioned.
Personally, I have always believed that a bank advertising/offering products in one language but disclosing them in another could be deemed a bait and switch. Here one FTC case that is close, but not exactly on point, except that what was advertised in Spanish was more clearly and conspicuously and completely advertised in English.
