Date Reg D was Enacted

Question: 
When was Reg D first enacted? I can find every piece of info about the regulation except this one.

Answer by Ricahrd Insley:Reg D was a major rule when I became a bank examiner in 1970. It worked in tandem with Regulation Q (which dated to the mid-1930s), so there's good reason to say that Reg. D may be older than dirt. It's changed so much since its inception (especially when deregulation occurred in the 1980s), that there's not likely to be any of the original provisions still in the reg.

Answer by Jim Bedsole:The information I can find seems to indicate there was a major overhaul to Regulation D as part of implementing provisions of the International Banking Act of 1978. This rewrite of Reg D apppears to have first been published in the Federal Register on August 22, 1980. As Richard says, it was around before that, but the substance of what it looked like then is hard to dig up as it predated Digital Investigative and Research Tools (DIRT).
