Can debit cards be issued to the owner of a political campaign account? If so, are there any special rules to follow?
Answer: 

Federal campaign laws would appear to disallow debit card transactions:

2 USC 432 - Organization of political committees
(h)(1) "No disbursements may be made (other than petty cash disbursements under paragraph (2)) by such committee except by check drawn on such accounts in accordance with this section."

If this is a state or local campaign, you would have to look to the state or local campaign finance laws.
