Editor's Note 3/11/2016: The link is to Appendix A. If you check out the instructions for Section I, you'll see only "Fill in date of settlement." Settlement is defined in 1024.2 as the signing of the deed, note and mortgage deed and any related paperwork. There is no request on the form for the date of disbursement. The disbursement date is something that Regulation Z is concerned with; the old RESPA regulation didn't ask for it.
