Is a discount coupon a bonus?

Question: 
If we offer a discount coupon from a local business to a consumer opening a checking account, is that considered a bonus under Truth in Savings?
Answer: 

No. You’re free to do this. The Commentary under 1030.2(f) states: items that are not a bonus include discount coupons for goods or services at restaurants or stores.
