Do ADA standards apply to bank websites viewed on portable devices?

There are ADA standards for websites. But are these standards applicable to websites that are viewed in portable devices (such as a cell phone or on an iPad), or are there separate standards for websites viewed on devices that aren’t computers?
Answer: 

"Mobile" accessibility is covered in existing accessibility standards/guidelines and these standards aren’t limited to our smart phones; rather, "mobile" is an umbrella term that covers a broad range of devices that people use "to interact with the web”, including portable devices such as cell phones, iPads, and even wearable devices like smart watches.
