Does Reg E only pertain to transactions where a PIN was used? If we're a Visa issuer and they require a signed letter from the customer to process a chargeback, can we make that a condition of the denial should the customer fail to return a signed letter to us?
Answer: 

Reg E applies to all transactions done on a debit card, including PIN purchases, ATM withdrawals, and signature purchases. Reg E allows you to withold provisional credit in the event that you do not receive written documentation, but it does not relieve you of your obligation to investigate or permit you to deny a claim. In the event that you cannot file a chargeback due to a lack of documentation, consider filing a retrieval request to compel the merchant to provide the information you need to conduct your investigation.
