Will all persons that the FDIC finds have violated the new regulations be subject to formal enforcement actions?
Answer: 

Not necessarily. The rule calls for informal resolution of such conduct where possible. For example, the FDIC can start with an advisory letter concerning the conduct with a request that the person stop the conduct in violation and take steps to prevent further violations. Only if the conduct continues will the FDIC be likely to escalate the matter to an enforcement action.
