Yes. Before Congress amended the Fair Credit Reporting Act, the credit bureaus often prohibited creditors using their reports from providing copies to the consumers in question. The credit bureaus much preferred making the customer come to the bureau and pay for it. Congress amended to FCRA to put a stop to that little trick. If the customer wants it, the customer may have a copy of their own credit report.
