Including an “As-is” valuation

Should my appraiser be including an “As Is” value in all appraisal reports for Federally Related Transactions?

The report SHOULD include a value based on the subject property’s actual physical condition, use and zoning as of the effective date of the report. This and many other minimum appraisal requirements will be discussed.
