Answer from Andy: There are no federal requirements but I believe Texas, Florida, New York and California were leaders in this area. Texas banks should review Texas Administrative Code Section 91.115 as it is specific to the area around the ATM, the amount of lighting required during darkness and safety evaluations. Those subject to New York law should review Article 2-AA, Sect 75. Check your state to see if they have their own requirements, or ask your peers in the state specific bankers forums on BOL.
