The limits of consensual relationships

Question: 
If two people are in a voluntary sexual relationship, how can that be “sexual harassment”?
Answer: 

If the relationship is “consensual,” then it is not illegal sexual harassment. But a relationship can switch from being “consensual” to non-consensual, especially if one person wants to break it off and the other doesn’t. The workplace is presumed to be inherently coercive, especially when it is a boss or manager making the request or demand.
