Do you have, or know where I can download, a "flow chart" which shows the coverage for Regulation Z?

If you mean for finance charges, this is a start. The OCC has a good FC table on PDF page 98, book page 95 in their TILA manual here.

As to the basic applicability of Reg. Z, I have not seen one but a little familiarization with 226.2 and .3 will get you what you want to know.
