Answer:

The NACHA rules changes were adopted in an attempt to bring the ACH rules into closer conformity with Regulation E, although they continue to have significant differences from the Regulation E provisions. There has been, and there is unlikely to be, any change in Regulation E brought about by the NACHA changes.
