Answer by John Burnett: The Federal Reserve proposed significant changes to Regulation CC last year. Many of the proposed changes were simply to update the regulation to eliminate references to non local checks. But one of the other proposals would cut the exception hold back to make funds available on the fourth business day, rather than the seventh. However, the Fed has not yet delivered a final rule. So there have been, as Randy pointed out, no recent changes to the hold periods. And by the way, the proposal would not have changed the new account hold rules.
