Ordering a credit report

Can a bank order a credit report for a customer without an extension of credit or opening an account and collect from them the pass-through fee?
Answer: 

Probably not according to your contract with the credit bureau, but you would have to refer to that to be sure. Most prohibit such actions from a user when any consumer already has access to free credit reports on-line.
