The bank should have a Social Media policy in general that addresses how the institution and its employees should and should not use social media and social media governance. This is made clear in the Interagency "Social Media: Consumer Compliance Risk Management Guidance" issued in 2013. It would certainly be appropriate for that policy to include guidelines for using Facebook for job postings. It is not a specific requirement that the bank have such a statement in its policy, though.
