The reason for a stop payment is irrelevant

Question: 
1. Does a customer need a reason for a stop payment?
Answer: 

There is no need for a stop payment reason. If the item can legally be stopped and the customer’s stop order is timely, you have to accept the order, whatever the customer’s motive may be.
