Answer: 

There is no generic requirement but instead you would need to look at individual requirements such as for disputes under Reg Z or E, as examples. When the complaint is not specific to a covered regulatory requirement, I would recommend exam to exam for simplicity and to demonstrate compliance. The customer complaining that you charged the NSF fee you disclosed you would charge is a complaint, but there is no real retention requirement.
