Redlining certainly can be an illegal fair lending practice, but it isn't always a fair lending or a CRA practice. For example if a portion of a community is redlined based on the income of the residents in the area the practice is a CRA issue, but not necessarily a fair lending issue since the practice is not based on a prohibited basis under the Fair Housing or Equal Credit Opportunity Acts.
