Can I refuse a stop payment order if the customer cannot pay for the service?
Answer: 

No. Check your state's version of Uniform Commercial Code 4-403. It provides a customer the right to place a stop payment on their account. The Bank cannot take this right away simply because the customer does not have sufficient funds to pay a fee.
