Reg E and buyer’s remorse

Question: 
If a consumer purchased tires and later claimed they were defective and they filed a Reg E claim, but refused to go back to the merchant, can we deny his claim?
Answer: 

Yes, under Reg. E, but perhaps not for the reason you think. There is no rule allowing you to force the buyer back to the merchant. But it can be denied because Reg E’s concern is whether the charge was authorized, not that the buyer was satisfied with the product.
