Reg E claim confirmation requirements

Are we required to provide a confirmation letter when a dispute is received? Are we required to provide a confirmation letter if we determine there was fraud and the temporary credit is permanent?

No confirmation letter is required, and written notice is only required if you deny a claim. In both cases you are free to send confirmations of a claim in writing as well as notice of approval of a claim or credits.
