Does Reg Q or any other Reg forbid a bank from waiving monthly service charges which are imposed for failure to meet minimum balance requirements on interest bearing accounts?

Answer:

No. Only an understanding of the fact that bank management had valid reasons for establishing its pricing structure would prohibit waiving fees on accounts that would otherwise lose money.
