Are there any regulations that govern ATM card issuing for rep payee accounts (SSI/SSA)?

The Social Security Administration has a resource page for Representative Payees that describes their responsibilities for managing a beneficiary's payments. After reading the guidelines there, it's clear that the SSA would not want a representative payee to have an ATM or debit card issued that the beneficiary could use to access or spend from the account. However, there are no prohibitions against such a card being issued to the representative payee for his/her use in managing the beneficiary's funds.
