Can a bank require that a customer maintain an average daily balance in there account in order to have access to a debit card?
Answer: 

In many cases you're making money based on transactions. I wonder what impact this would have on the bottom line. In today's environment I believe fee income will be as important as ever.You'll have to make full disclosure and be ready to turn access on this month, off next month, on the month after, etc. Those may trigger consumer disclosures as you allow and disallow access.
