Right to Refuse to Reissue Debit Card

Question: 
One of our customers has had several debit card disputes this year. We reissued her a new debit card two months ago. She is now claiming disputes on this card. We have hot carded the card and are processing the disputes. Do we have the right to refuse to reissue her new card? If so, what documentation do we have to send her to let her know of our decision?

You absolutely can refuse to send her a new card. There's no regulatory documentation requirement to comply with. This is solely a customer service issue.

There is no requirement that you provide an explanation for refusing to re-issue yet another card. I do recommend providing notice, though, and a promptly as possible. "We have disabled the debit card ending in the last four digits 9999. We will not be issuing a replacement for the card."

In circumstances where a bank has lost money due to the consumer's negligence, only a fool would replace the card involved.
