For the HUD-SCRA notice disclosure sent to past-due mortgage borrowers is there a specific minimum font size requirement?

HUD works with the Office of Management and Budget (OMB) on the (slow) revisions to this document and over the years it was approved for use with typos and incorrect contact information. As I answer this question the current form is expired. Based on the past, we continue to use it as we have no idea if anything other than the expiry date will change. But to the best of our predictive knowledge it is still current.

This notice derived from HUD's Mortgagee Letter 2006-28. It can be found online. It prescribed content and use, but not the format of the notice. Many banks build the disclosure into their systems so I'm sure there are many formats available. I would revert to "clear and conspicuous" to be safe, but no, there is no font requirement stated.
